His Tucson Garbage Project excavated over 10 American landfills between 1987 and the 2000s, pulling out layer after layer of buried waste. It found that a conventional high-density polyethylene (HDPE) plastic bag had the lowest environmental impact in nine out of ten categories. When paper eventually decomposes in these oxygen-starved conditions, it produces methane, a greenhouse gas with roughly 28 times the warming potential of carbon dioxide over a 100-year period.

The scale of this is significant. According to the U.S. Environmental Protection Agency, municipal solid waste landfills were the third-largest source of human-related methane emissions in 2022, responsible for 14.4% of the country’s total methane output—equivalent to emissions from 24 million passenger vehicles driven for a full year.

A plastic bag sitting inert in a landfill is not ideal, but a paper bag actively generating methane is arguably worse.

What Paper Gets Right, and Why It Still Falls Short as a Solution

It’s important to acknowledge that paper is not inherently bad. The data is nuanced.

  1. Paper does biodegrade in open, aerobic environments where plastic persists for centuries.
  2. In coastal regions with high waste leakage into oceans, paper causes far less marine damage.
  3. India’s paper industry sources approximately 70 to 75% of its raw material from recycled fiber, dramatically reducing the virgin wood and water footprint.

The point is not to demonize paper but to emphasize that swapping one single-use material for another is not a true solution. It is a sideways move disguised as progress.

The Question Is Not Paper or Plastic; It’s “Why Are We Still Designing for Single Use at All?”

The United Nations Environment Programme’s (UNEP) meta-analysis of lifecycle assessments reached a clear conclusion: reuse, not material substitution, is the only consistently effective intervention.

For entrepreneurs building products, supply chains, or packaging systems, this reframing changes everything. The opportunity lies not in seeking a marginally less harmful disposable option but in designing materials and systems that make disposability unnecessary.

  • Materials derived from agricultural waste that meet real composting standards
  • Closed-loop packaging designed to be returned and reused
  • Products engineered to endure dozens of use cycles, not just one

The market is ready. Consumers want sustainability. But they deserve solutions backed by rigorous lifecycle evidence—not marketing copy printed on a brown paper bag.

So the next time someone hands you a paper bag and says, “At least it’s not plastic,” ask a harder question: not “What is it made of?” but “How many times will it be used?”

That question separates sustainability theater from genuine progress. And for entrepreneurs, it is precisely where opportunity begins.
