The Origins of Onion Routing and the Navy’s Privacy Paradox

In the mid-1990s, three researchers at the Naval Research Laboratory faced a subtle yet crucial problem: how could they conceal not just the content of intelligence communications, but the very fact that such communications were occurring? Traditional encryption methods could securely scramble the contents of messages, but they could not mask the metadata—the details about who was communicating, from where, and how frequently. In intelligence operations, this metadata often reveals as much as the message itself.

Their innovative solution was onion routing, a concept that eventually evolved into the network most commonly linked with the dark web today. While the dark web often evokes images of illicit marketplaces and cybercrime, understanding its origin reveals a much more complex narrative—one rooted in the defense of privacy and national security by the United States Navy.

The Challenge of Concealing Communication Patterns

The trio behind onion routing—mathematician Paul Syverson and computer scientists Michael G. Reed and David Goldschlag—recognized a critical limitation of encryption: it protects message content but not communication patterns. This vulnerability, known as traffic analysis, can reveal significant intelligence by monitoring who is talking to whom, when, and how often, even when the messages themselves remain unreadable.

Their approach, onion routing, involves encapsulating data in multiple layers of encryption and routing it through a sequence of relay nodes. Each node decrypts one layer, only revealing the next hop, and never the entire path or message content. This process mirrors peeling an onion—layers are removed one at a time, but the full structure remains hidden.

The Anonymity Set Dilemma

What makes this story philosophically intriguing is the paradox the Navy researchers uncovered. If onion routing had been used exclusively by Navy personnel, anyone monitoring the network could easily identify these communications by their unique traffic patterns. The anonymity set—the group of users among whom an individual’s activity is indistinguishable—would be minuscule, rendering the network virtually ineffective as a privacy tool.

The protection offered by onion routing depends fundamentally on a large, diverse crowd of users. This includes journalists, activists, everyday citizens, and yes, even criminals. The uncomfortable but unavoidable conclusion was that a network designed to protect classified government communications could only fulfill its mission by also safeguarding users the government might prefer to exclude. The mathematics of anonymity does not discriminate based on moral or legal judgments; it simply requires a sufficiently large and varied user base.

From Military Project to Public Privacy Tool

Building on this insight, in 2002 Syverson, along with Roger Dingledine and Nick Mathewson, launched the alpha version of what would become Tor (The Onion Router). In 2004, the Naval Research Laboratory released Tor’s source code under a free license, with support from organizations such as the Electronic Frontier Foundation to ensure its ongoing development and accessibility.

This decision was driven not by ideology but by necessity. Making Tor publicly available expanded its anonymity set, thereby enhancing its effectiveness for its original classified purpose. The Navy’s most advanced tool for protecting sensitive communications required a broad, public user base to function as intended. This is not a story of unintended consequences but of deliberate design.

The Collective Nature of Privacy

This history challenges common perceptions of privacy as an individual choice or preference. Instead, privacy emerges as a collective property, dependent on the presence and diversity of others within the anonymity set. The effectiveness of such privacy technologies hinges on the inclusion of all users, regardless of their intentions or affiliations. Attempts to curate or restrict this crowd by moral judgement undermine the very concept of privacy and transform it into a permission system.

While concerns about illicit activity on networks like Tor are valid and serious, the alternative—allowing privacy only for “approved” users—would erode the fundamental protections these technologies aim to provide. The Navy researchers grasped this complexity decades ago, recognizing that protecting whistleblowers and vulnerable voices requires a framework that cannot exclude others.

In recognition of their groundbreaking work, Foreign Policy named Dingledine, Mathewson, and Syverson among its Top 100 Global Thinkers in 2012. Their achievement was not only in safeguarding whistleblowers but in creating a privacy tool that, by design, protects everyone—even those the government might prefer to leave exposed.
