Small Business Commissioner: Championing Growth and Support for SMEs
Emma’s journey to becoming the Small Business Commissioner in June 2025 is marked by a wealth of experience, expertise, and a proven commitment to supporting small and medium-sized enterprises (SMEs) across the UK. With a background in Law and Japanese, Emma began her career at Arthur Andersen, a leading international accounting firm. During her tenure there, she worked across London, Leeds, and Manchester offices, notably establishing the firm’s Inward Investment practice that successfully attracted overseas companies to set up operations in the UK.
Entrepreneurial Beginnings and Enterprise Nation
In 2000, driven by the dot.com boom, Emma embarked on her entrepreneurial path by founding Techlocate. Within just 15 months, she sold the business to Tenon plc at the age of 27. This hands-on experience of starting, growing, and exiting a business—all from a home base—sparked the idea for Enterprise Nation. Launched in 2005, Enterprise Nation was created to support the rapidly growing community of start-ups and SMEs in the UK.
Enterprise Nation has since evolved into a vibrant small business membership community, reaching over 800,000 businesses annually through its innovative digital business support platform. Under Emma’s leadership, the organization became a powerful voice advocating for small businesses, engaging with government entities and the media to influence positive change for its partners and members.
Advocacy and National Initiatives
Emma’s passion for enterprise also led her to co-found StartUp Britain in 2011, an influential campaign aimed at inspiring and supporting new entrepreneurs. Until 2014, StartUp Britain delivered mentoring programs, hosted Industry Weeks, toured the country with business leaders, and launched initiatives such as PopUp Britain. These efforts contributed significantly to record numbers of people choosing self-employment and entrepreneurship as viable career paths.
Further extending her impact, Emma served as the SME Representative for the Crown Commercial Service starting in July 2016. In this role, she worked to increase small business participation in public sector procurement, helping SMEs access contracts with government and major suppliers.
Recognition and Current Role
Emma’s outstanding contributions to enterprise have been formally recognized by the British honours system. She was awarded an MBE in 2012 for Services to Enterprise and elevated to Commander of the Order of the British Empire (CBE) in 2021. These accolades underline her authority and trustworthiness as a leader in the small business sector.
As the Small Business Commissioner, Emma now plays a critical role in resolving payment disputes and improving the overall business environment for SMEs.
