Small Business Commissioner: Championing the UK’s SME Sector

Emma’s appointment as the Small Business Commissioner in June 2025 marks a significant milestone in the UK’s ongoing commitment to strengthening support for small and medium-sized enterprises (SMEs). With a background that combines legal expertise, entrepreneurial experience, and dedicated advocacy for start-ups, Emma brings a wealth of knowledge and credibility to this pivotal role.

Early Career and Entrepreneurial Beginnings

Emma’s professional journey began after completing a degree in Law and Japanese, a unique combination that equipped her with analytical skills and cultural insight. She joined the international accounting firm Arthur Andersen, where she worked across London, Leeds, and Manchester offices. There, she established the firm’s Inward Investment practice, attracting overseas companies to invest in the UK, showcasing her early aptitude for business development.

In 2000, driven by the burgeoning dot.com boom, Emma left the firm to launch her first venture, Techlocate. Demonstrating remarkable entrepreneurial acumen, she successfully grew and sold the business to Tenon plc within 15 months, at just 27 years old. This hands-on experience of starting and scaling a company from a home base laid the foundation for her future work supporting small businesses.

Building Enterprise Nation and Supporting SMEs

In 2005, Emma founded Enterprise Nation, a platform designed to nurture the growing ecosystem of start-ups and SMEs in the UK. Over time, Enterprise Nation evolved into a dynamic membership community, servicing over 800,000 businesses annually through its digital business support tools. Emma’s leadership extended beyond the platform as she became a prominent voice in government and media, advocating for the challenges and opportunities faced by small business owners.

Enterprise Nation’s impact is widely acknowledged within the UK business landscape, providing vital resources, networking, and advocacy that have helped countless entrepreneurs navigate the complexities of business growth.

StartUp Britain and Public Sector Engagement

Emma further expanded her influence by co-founding StartUp Britain in 2011, a nationwide enterprise campaign aimed at inspiring and supporting new business founders. The initiative ran until 2014, during which time it delivered mentoring programs, industry weeks, and innovative projects like PopUp Britain. This campaign played a crucial role in encouraging record numbers of individuals to become their own bosses, reinforcing the UK’s entrepreneurial spirit.

From July 2016, Emma served as the SME Representative for the Crown Commercial Service, focusing on increasing small business participation in public sector contracts. This role was instrumental in helping SMEs access lucrative government supply chains, thereby boosting economic diversity and resilience.

Recognition and Leadership as Small Business Commissioner

Emma’s dedication to enterprise has been formally recognized through prestigious honors, including an MBE awarded in 2012 for Services to Enterprise and a Commander of the Order of the British Empire (CBE) in 2021. These accolades underscore her authoritative standing within the UK business community.

As Small Business Commissioner, Emma now leads efforts to resolve payment disputes, improve business practices, and ensure fair treatment of small businesses by larger organizations. Her extensive experience and trusted voice position her uniquely to address the challenges SMEs face, particularly in a post-pandemic economy where agility and support are critical.

Emma’s appointment reflects a broader governmental commitment to fostering a vibrant and equitable business environment, where small businesses can thrive and contribute significantly to the UK economy.
