Bridging the Gap: The University Intrapreneur and AI-Driven Change in Higher Education
Universities today face an unprecedented challenge: adapting to the rapid influx of artificial intelligence (AI) across industries and the workforce. Traditional academic institutions, with their lengthy approval processes and rigid hiring cycles, struggle to keep pace with the swift evolution of AI skills demanded by employers. This mismatch threatens to leave graduates underprepared for the realities of the modern job market.
Over the past two decades working within innovation programs at companies and universities worldwide, I have observed a recurring theme. Institutions often stall, waiting for formal permission or resources that may never come, even as the external environment changes dramatically. This lag is not simply bureaucratic inertia—it is a fundamental arithmetic problem rooted in timelines that no longer align with the speed of technological advancement.
Consider this: launching a new degree program can take up to 18 months from proposal to approval, and tenure-track faculty searches commonly span 9 to 12 months. These timelines were designed to safeguard academic quality in a world where the nature of jobs remained relatively stable over time. However, today’s graduates face a job market that can shift significantly within a single academic year, or even a semester. No policy can accelerate this cycle because policy itself moves at the institution’s existing pace. The key to bridging this gap lies in empowering individuals who act within the system — the university intrapreneurs.
Who Drives Innovation Inside a University?
The term intrapreneur, coined by Gifford Pinchot III in 1978 to describe “dreamers who do” within corporations, resonates now more than ever in the context of higher education. The university intrapreneur is anyone within the institution who recognizes a problem and takes initiative to develop practical solutions, often without official titles, budgets, or departmental mandates. These change agents might be mid-level faculty, staff, administrators, or even students who innovate on borrowed time and resources before formal policies or funding exist.
Unlike external consultants or vendors, these intrapreneurs understand the unique challenges and culture of their institutions intimately. Their ability to navigate internal complexities while pushing forward new ideas is crucial for adaptive change. Yet, their efforts often remain invisible, unrecognized, or unsupported, limiting their impact.
To harness their potential, universities must first name the role of the university intrapreneur, identify those already acting in this capacity, and publicly acknowledge their contributions. Recognition creates momentum and encourages others to follow suit.
Can a University Actually Move This Fast?
History shows that universities can indeed respond rapidly when motivated by external pressures. The GI Bill is a landmark example, having enrolled roughly eight million veterans within a few years after World War II, with half of all American college students being veterans by 1947. More recently, the UTeach program started as a single faculty initiative at the University of Texas at Austin in 1997 and expanded to over 40 universities before formal institutional planning caught up.
These examples demonstrate that when individual faculty or staff take initiative and build practical solutions, universities can scale innovation quickly and effectively. The difference lies in empowering those individuals and providing channels for collaboration and resource allocation ahead of formal bureaucratic endorsement.
Why Can’t This Wait Another Year?
The urgency is clear: according to the National Association of Colleges and Employers, more than one-third of entry-level jobs now require AI skills—nearly triple the demand reported just two semesters earlier in fall 2025. This rapid shift in workforce requirements cannot be addressed by academic committees that review curricula on seven-year cycles.
Every graduating student today is effectively being measured against a bar that has shifted twice since they declared their major. Waiting for formal approval means risking that graduates will enter the workforce inadequately prepared, undermining both their career prospects and the institution’s reputation.
Some skepticism remains among academia’s hardest AI critics, who caution that tools alone are not strategies and that adoption rates do not equal sound judgment. Their concerns are valid; however, the central issue transcends AI tools. It is about whether universities possess the agility to reshape themselves around fast-moving external realities. Institutions incapable of supporting and empowering builders willing to act ahead of policy will fall behind, regardless of how many AI tools they acquire.
What Can You Do This Month? Three Moves in Order
1. Name the role, then find the people already doing it, and name them where others can hear it. No one volunteers for an undefined role, and no one persists in building something invisible. University intrapreneurs come from all corners—faculty, staff, students. Identify the unofficial tool creators, the pilots that survived beyond their initial funding, or student groups solving problems while administration studies the issue. Publicly celebrate them to foster recognition and legitimacy.
2. Build the channel before you build the lab. Create one shared, visible space open to all stakeholders where builders can share their projects in progress. Effective communication prevents duplication, encourages collaboration, and accelerates problem-solving. Keep access simple and provide “air cover” with a named senior sponsor who can support the initiative when objections arise.
3. Put money behind experimentation, not just permission. AI has dramatically lowered pilot costs, enabling departments to fund projects from discretionary budgets. Assign a decision-maker with authority to approve such expenditures without committee delays, and set firm dates for decisions. This approach minimizes procrastination and forces timely yes-or-no answers.
These strategies stem from direct experience working with the California State University system—the largest public university system in the U.S., with 22 campuses and over 471,000 students. In a landmark 2025 survey involving more than 94,000 respondents, 95% had already used AI tools, and 82% of students viewed AI as essential to their future professions. Yet, the same proportion expressed anxiety about job security amid this technological upheaval.
Importantly, this widespread adoption was not mandated by administrators; it was driven by individuals who recognized that waiting for formal policy was riskier than building ahead of it. Academia’s history of pioneering innovation ahead of official sanction continues, but only if institutions recognize and empower these builders.
The university intrapreneur is not an external consultant or a short-term vendor. They are the people embedded within the institution who understand its nuances and can navigate its complexities. As leaders, our role is to find these individuals, connect them, and provide the support they need before external forces do it for us.
The universities that thrive in this transformative decade will not necessarily be those with the most AI tools installed. They will be those that continuously produce people willing to innovate proactively—before they are told to.
