Small Business Commissioner
Emma’s journey into the world of business support and enterprise began with a strong academic foundation, having earned a degree in Law and Japanese. She initially built her career at the international accounting firm Arthur Andersen, working across their London, Leeds, and Manchester offices. There, Emma demonstrated her expertise by establishing the firm’s Inward Investment practice, successfully attracting overseas companies to set up operations in the UK.
In 2000, inspired by the burgeoning dot-com era, Emma made a bold move to leave the corporate world and launch her first venture, Techlocate. Demonstrating remarkable entrepreneurial acumen, she grew the business from a home base and sold it within 15 months to Tenon plc, all before turning 28. This firsthand experience of building and exiting a start-up planted the seed for Enterprise Nation, which Emma founded in 2005 to help support the rapidly increasing number of start-ups and small to medium enterprises (SMEs) across the UK.
Growing Enterprise Nation and Championing Small Businesses
Under Emma’s leadership, Enterprise Nation evolved into a thriving membership community, reaching over 800,000 businesses annually through its digital business support platform. This platform became a vital resource for entrepreneurs, offering guidance, networking opportunities, and practical tools to help businesses thrive. Emma also became a prominent advocate for small businesses, engaging with government bodies and media outlets to represent the interests and challenges faced by her members and partners.
Continuing her commitment to enterprise, Emma co-founded StartUp Britain in 2011, a national campaign dedicated to supporting new entrepreneurs. Running the initiative until 2014, she oversaw key projects such as mentoring schemes, Industry Weeks, and the PopUp Britain project, which brought entrepreneurial opportunities to communities across the UK. StartUp Britain played a significant role in the record numbers of people choosing self-employment during this period.
Public Sector Engagement and Recognition
Emma’s expertise in SME growth and development was further recognised in 2016 when she became the SME Representative for the Crown Commercial Service. In this role, she worked to encourage more small businesses to engage with public sector contracts and major suppliers, fostering greater diversity and opportunity within government procurement.
Her contributions to enterprise have been formally honoured on multiple occasions. In 2012, Emma was awarded an MBE (Member of the Order of the British Empire) for Services to Enterprise. Later, in 2021, she received the prestigious rank of Commander of the Order of the British Empire (CBE), reflecting her continued impact and leadership within the UK’s business community.
Appointment as Small Business Commissioner
Most recently, Emma took up the role of Small Business Commissioner in June 2025. This position enables her to champion the interests of small businesses at a national level, helping to resolve disputes with larger organisations and improving the overall business environment for SMEs. Emma’s extensive experience as an entrepreneur, advocate, and public sector representative uniquely equips her to tackle the challenges faced by small businesses today.
